The Convention
The Convention on International Civil Aviation was signed in Chicago on 7 December 1944 and came into force in April 1947. Its key ideas:
Article 1: every state has complete and exclusive sovereignty over the airspace above its territory.
Article 12: each state keeps its own rules of the air close to ICAO's; over the high seas ICAO's rules apply without exception.
